State Sen. Don Harmon (D-Oak Park) has tabled amendments to House Bill 2643 that would have established a two-tier pension plan for all state-funded systems and instituted reductions in pension funding and retiree health insurance.

Tell your legislators they need to support an income tax increase that funds education, state services and pensions.

Sponsored by House Speaker Michael Madigan, D-Chicago, the bill is believed to affect about 750 state employees and members of boards and commissions. It mainly targets higher-ranking employees whose jobs are considered political patronage appointments. The bill goes after people named to “double exempt” jobs between Jan. 11, 1999, and Jan. 29, 2009 — the years when first George Ryan and then Rod Blagojevich served as governor.

I represent the Illinois Federation of Public Employees, Local 4408, IFT-AFT, AFL-CIO. Included in their membership are site superintendents and DNR managers I, II, and III at the Department of Natural Resources. I believe those positions are protected by the Illinois Personnel Code. But they are included in House Bill 4450
