State Sen. Don Harmon (D-Oak Park) has tabled amendments to House Bill 2643 that would have established a two-tier pension plan for all state-funded systems and instituted reductions in pension funding and retiree health insurance.

Sponsored by House Speaker Michael Madigan, D-Chicago, the bill is believed to affect about 750 state employees and members of boards and commissions. It mainly targets higher-ranking employees whose jobs are considered political patronage appointments. The bill goes after people named to “double exempt” jobs between Jan. 11, 1999, and Jan. 29, 2009 — the years when first George Ryan and then Rod Blagojevich served as governor. |
I represent the Illinois Federation of Public Employees, Local 4408, IFT-AFT, AFL-CIO. Included in their membership are site superintendents and DNR managers I, II, and III at the Department of Natural Resources. I believe those positions are protected by the Illinois Personnel Code. But they are included in House Bill 4450 |
